We are excited you want to join us to ensure that the 2020 Census is a complete, fair, and accurate count of ALL persons living in the US — especially historically undercounted communities like low-income households, renters, homeless or unhoused, immigrants, non-English speakers, and babies and young children under 5, who are the most undercounted demographic group in the country.
While we are happy for you to use and distribute these materials, we want to make sure that you are aware of and are bound by a few rules and restrictions when using them.
1. These customizable materials are available for cities, towns, villages, tribal governments, and local partner organizations (including but not limited to nonprofit organizations, libraries, small businesses, and community groups) to use and distribute to others “free of charge.” Hate groups and entities or individuals that advocate violence in any form are strictly prohibited from using, adapting, or distributing these materials.
2. This toolkit includes one poster, three flyers, and sixteen (16) derivative social media images, all of which were prepared in 11 languages, including English, Arabic, Chinese, Farsi, French, Korean, Portuguese, Russian, Spanish, Tagalog, and Vietnamese (the Print Materials and Social Media assets are collectively referred to herein as the “Assets”). These Assets belong exclusively to the National League of Cities.
3. You agree that you will only use the Assets in the formats as provided by National League of Cities, and that you will not edit, amend, dub, manipulate, or otherwise change the content or message of the Assets. You MAY add your municipal or organization logos and census contact information in the space provided in the original file format. You may not change the end cards or delete credits or copyright notices without the National League of Cities’ permission. You are otherwise welcome to make copies of the Assets, publicly display or publicly post them, provide links to the Assets, or replicate them as part of any promotion or social media campaign tied to encouraging people to fill out the Census, all subject to the preceding limitations.
4. The materials in the kit are available for you to use and distribute to others as they are, solely in connection with promoting the Census, only in the US, and only until September 15, 2020 (the “Term”), after which time counting for the U.S. Census will stop and the materials may no longer be used. To be clear, without National League of Cities’ express prior written approval, you may not use any of the Assets, or any of the art, messaging, text, characters, etc., from the Assets, for any other use or to promote any other activity other than to promote the Census in the US during the Term.

The Census Bureau’s official Resource Outreach Area Mapper (ROAM) application can help you identify hard-to-survey areas. Researchers at the City University of New York created the Hard-to-Count (HTC) map, which shows you areas with high levels of historically undercounted communities, including children under age 5, the largest undercounted group in the country.
These maps are great tools to explore your area’s most undercounted communities and to be able to target your GOTC outreach efforts and funds where they’re needed most.
